They can only shape your brows by waxing hair that's ALREADY visible.





Go to a salon for it and work with the aesthetician. Don't go to a freaking nail salon.
It's a little confusing what you're asking about though they might not grow out.





Assuming you're asking if they'll be able to shape what you have without waiting for what you've tweezed to grow out, then the answer is yes. You can always start by just asking them to ';clean up'; what you have--this won't create any new shape but will even out what you have and get rid of any strays. They'll tweeze what the wax missed and you'll be done. It doesn't hurt too bad.
